Duties and Responsibilities

I. Carrying out feasibility studies; planning and designing water supply and sewerage infrastructures; 

II. Carrying out research activities in various aspects of water, sewerage and hydraulic systems; 

III. Ensuring profession standards and undertaking quality control during construction of water supply and sewerage infrastructure; 

IV. Supervising the construction water and sewerage works undertaken directly or by contract; 

V. Maintaining water supply and sewerage systems; and monitoring and evaluation of physical and financial progress of development projects and programmes; 

VI. Being a resident engineer of a project; and preparing technical tender documents on water supply and sewerage infrastructure.

VII. Designing and supervising the construction for the dams to suit county’s Hydrological and Geographical needs.

VIII. Developing weirs for efficient water flow, management and irrigation purposes.

IX. Conducting feasibility studies sites assessment and preparing technical designs for water storage infrastructure.

Duties and responsibility

       I.         The day to day management of the affairs of the fund;

     II.         Provide technical assistance to the Ward Planning Committees;

    III.         Process and ensure timely disbursement of project funds as approved by the County Planning Committee;

   IV.         Prepare quarterly returns on the movement of funds as appropriate for submission to the County Assembly;

     V.         Cause to be kept proper books of accounts and records related to the fund;

   VI.         Ensure the accounts and financial statements for the fund comply with international accounting standards or other standards as may from time to time be prescribed by the Accounting Standards Board;

  VII.         Not later than three months after the end of each financial year, prepare and submit to the County Assembly, financial statements relating to those accounts; and

VIII.         Perform such other duties as may be assigned by the County Planning Committee.

   IX.         Reporting to county officials on village matters, including infrastructure status, social issues, and project progress.

     X.         Identifying and mobilizing resources for village projects, including partnerships with NGOs and local businesses.

Requirements of Appointment

For appointment in this grade. an officer must have:-
I. Bachelor's Degree in Finance, Economics or Business Administration.
II. Has at least fifteen (15) years of experience of which five (5) years are in Finance Management 
III. Is a member of a recognized professional body
IV. Demonstrates basic knowledge of environmental matters and 
V. Meets the requirements of Chapter Six of the Constitution

Candidates with foreign Qualifications should get clearance from the Commission for University Education (CUE). It is a criminal offence to present fake certificates/documents.

Successful candidates will be required to obtain the following documents and present them to the Machakos County Public Service Board: -

Tax compliance certificate from KRA

Clearance certificate from HELB

Clearance certificate from Ethics and Anti-Corruption Commission (EACC)

Certificate of good conduct (DCI)

Credit Reference Bureau Clearance
